Description of the Proposed Project:
This project aims to expand trauma-informed, peer-led recovery support and navigation services for disproportionately impacted populations living with substance use disorders (SUD) and/or co-occurring disorders (COD) in East King County. Services will prioritize chronically unhoused individuals, BIPOC communities, veterans, and persons re-entering from incarceration who lack access to behavioral health services. The model integrates certified peer support specialists with mental health professionals and harm reduction outreach in culturally and linguistically appropriate ways.

Compliance with Executive Order 12372 (Intergovernmental Review of Federal Programs):
In compliance with EO 12372, this project has been submitted to the Washington State Single Point of Contact (SPOC) for intergovernmental review through the Office of Financial Management (OFM). This ensures the project aligns with state and local priorities related to behavioral health equity, housing instability, and public safety.
> As of 07/09/2025, Archangel Advocacy LLC has notified the OFM and is awaiting feedback or confirmation. A copy of this statement has been shared with the King County Behavioral Health and Recovery Division (BHRD) and the East King County Public Health jurisdiction (Seattle-King County Public Health) to coordinate services and avoid duplication of effort.

Anticipated Impact on the State and Local Public Health Systems:
The proposed program is expected to strengthen the regional behavioral health system by:
Expanding capacity for non-clinical, peer-led interventions that reduce ED utilization and re-incarceration among individuals with SUD/COD.
Filling service gaps in East King County cities (e.g., Woodinville, Duvall, Redmond, Kirkland, Sammamish) where access to culturally relevant treatment remains limited.
Reducing disparities in access and outcomes by partnering with tribal entities, LGBTQ+ organizations, and community health clinics serving underrepresented populations.
Aligning with King County’s Behavioral Health Continuum of Care, including Coordinated Entry, LEAD diversion programs, and mobile crisis response.
Providing data sharing and referral coordination with local health systems and Managed Care Organizations to ensure continuity of care and measurable health outcomes.

Washington Recovery Alliance
Local Housing and Shelter Providers (City of Redmond, CEA KCRHA, Hopelink, Catholic Community Services, PORCHLIGHT, SHARE / Wheel, The Sophia Way, Congregations for the Homeless)
Community members with SUD/COD & Unhoused lived experience will serve as advisors throughout implementation and evaluation.

This project is designed in alignment with SAMHSA’s 2025 priorities around equity, trauma-informed care, and peer-led innovation. It will have a positive, collaborative impact on the East King County behavioral health system while strengthening public-private coordination under Washington State’s behavioral health integration efforts. All activities will adhere to state and federal requirements, ensuring responsible stewardship of federal funds.
